Julia Hutchins has joined the Colorado Health Insurance Cooperative, Inc. (CO-OP) as its new Chief Executive Officer.

She has served the CO-OP Board as a consultant over the past 15 months and was instrumental in the process of securing start-up financing for the CO-OP from the US Department of Health and Human Services under the Affordable Care Act. The organization will operate a statewide nonprofit health insurance Consumer Operated and Oriented Plan (CO-OP). This new kind of insurance company will offer affordable, high quality health coverage to individuals and small businesses, and be governed by its consumer members.
“Julia has been a major part of the team that created the CO-OP, and we have always found her leadership both solid and inspiring. We know as CEO she will help us build a unique insurance cooperative that will serve our members well and improve access to care in Colorado,” said Lindy Wallace, President of the CO-OP Board of Directors. “Her deep experience in health insurance and business and community development will be a great asset to the CO-OP.”
Hutchins was recently the Vice President, Business Development for Colorado Access. She has also served as Sr. Director, Business Development and Planning for Alameda Alliance for Health, Oakland California. Both organizations are nonprofit health plans offering primarily public insurance programs. In addition, Hutchins has worked in health care policy analysis, legislative advocacy and community organizing. She is proficient in Spanish.
Hutchins received a Bachelor of Arts Degree in Biology from Washington University in St. Louis, MO and Master’s degrees in Public Health (MPH) and Public Policy (MPP) from the University of California, Berkeley.
The CO-OP will offer health plans through the Colorado Health Benefit Exchange as well as through local insurance brokers and agents, beginning January 1, 2014. Purchasers of the insurance plans will become members of the CO-OP, elect its governing board and inform decisions about how to improve the value of its health insurance plans and programs.
