News video: DOJ Report Says Chicago Police Have Been Violating Civil RightsAfter a yearlong investigation, the Justice Department announced Friday that Chicago police have violated the constitutional rights of residents for years. It was found police permitted racial bias against blacks, used excessive force, and shot people who did not pose immediate threats. The federal report blamed "systemic deficiencies" within the department and the city, including insufficient training and not holding bad officers accountable for misconduct.
