A biting report about the conduct of Chicago police was released Friday by the Justice Department. The reports includes findings of widespread racial bias, sloppy training, and the mishandling of police accused of misconduct. Attorney General Loretta Lynch said there was a profound lack in Chicago of the "lawful, responsive, and transparent" policing every American is entitled to. Mayor Rahm Emanuel used the word "sobering" to describe the report's findings.
