Philadelphia employers are now banned from asking potential hires about their salary history, the U.S. Court of Appeals for the Third Circuit ruled Thursday. The decision from a three-judge panel clears the way for implementation of a 2017 law city officials say will help bridge gender and race-based wage gaps.
