Metro Council president attempts to strike payroll-tax agreement with Portland Business Alliance

The Metro Council president on Wednesday night attempted to strike an agreement with the city’s most powerful chamber of commerce, trying to get the Portland Business Alliance not to oppose a proposed payroll tax.
