Gainey to sign emergency declaration after Fern Hollow Bridge collapse

Biden and Gov. Tom Wolf vowed to help repair the bridge, which connects parts of the East End with Oakland and downtown Pittsburgh over Fern Hollow on the outer edge of Frick Park in Point Breeze.
