Trump Will 'Probably' Declare National Emergency As He Heads To The BorderUnited States President Donald Trump set off on a visit to the U.S. southern border in Texas on Thursday but as he departed the White House he indicated he was likely to declare a national emergency to secure funds for his border wall, according to The New York Times. Trump was speaking to reporters before heading to the Texas town of McAllen on the 20th day of the federal government shutdown and repeated his claim that if Democrats did not provide the funding, he had the right to declare a national emergency over immigration.
