EU leaders agree Belarus sanctions after deadlock lifted

After hours of deadlock, EU leaders agreed to sanction Belarus over disputed election and crackdown on protesters. Some 40 Belarus officials have been targeted with one notable exception — leader Alexander Lukashenko.
