Health experts disagree on whether Cuomo's decision to lift restrictions is wise

Starting Wednesday, Gov. Andrew M. Cuomo says restaurants, houses of worship, gyms, stores, hair salons and other venues can be at 100% occupancy, if there is 6-foot social distancing.
