Tropical Storm Debby emerged Saturday afternoon, moving past Cuba and into Gulf of Mexico, and is forecast to become a hurricane on Monday afternoon. In the 5 p.m. update from the National Hurricane Center, Debby was about 70 miles northwest of Havana, Cuba, and about 160 miles south-southwest of Key West, Fla.
