Syria agrees to a truce deal with major loopholes

Secretary of State John Kerry heads to Capitol Hill Tuesday to defend the deal for a partial truce in Syria. The U.S. and Russia agreed to a "cessation of hostilities" starting Saturday. The agreement does not include ISIS or Nusra Front, an al Qaeda affiliate. Elizabeth Palmer reports from Damascus with questions on how the plan will work.
