Colombia rejects Venezuelan proposal to resume diplomatic relations

Colombia rejected a proposal to resume diplomatic relations with Venezuelan President Nicolas Maduro's government on Thursday, amid a dispute over a fugitive former Colombian congresswoman who was captured in Venezuela.
