President Obama to outline new offensive against ISIS

With the help of nine allies and continuing airstrikes, Obama has a new plan to keep the threat of ISIS at bay. He plans to clarify his message to Congress where he's been receiving criticism from both parties. Bill Plante reports from the White House.
