The order cancels a planned pay increase for federal workers in 2019.

Trump previously vowed to cancel the 2.1% raise.

He told congressional lawmakers in August it was "inappropriate." The order comes a week into a partial government shutdown that has caused thousands of employees to be furloughed or working without pay.
