Gavin Newsom came into office and prioritized the issue of the death penalty.

According to Business Insider, Newsom is expected to use executive action with the issue.

He said: "I don't want to react to something.

I want to be proactive.” California has not executed a death row inmate since 2006 because of legal challenges.

Yet it has the most inmates on death row than any other state with 730 inmates.
