A Pá3 contract is oneconsisting of a public/private partnership.
It is a11 billion dollar roadconstruction plan for theCapital beltway.
The plan isto add more lanes around 270and improve the beltwaybetween 270 and 95.
Nats:Track: Before the board ofpublic works meeting a groupof people not fond of thismassive road constructionproject met to voice theirthoughts.
Some feel theproject is moving too quickly.Sot:..and he should slow downto get the fact before shovinganother massive highwayexpansion down the throats ofpeople who don't want it.
Sot:That kind of massiveinfrastructure investment offossil fuel base dinosaursolution is the ultimatethinking in the box.
Track:Governor Hogan says keepingcars moving will mean the carswill be off the road quickerand not in bumper to bumpertraffic emitting toxins.
Sot:Countless studies have shownthat getting cars moving morequickly and out of stop and gotraffic will significantly cutdown on emissions and wastedfuel.
Track: The projectpassed by a 2á1 vote,Treasurer Nancy Koop was theonly dissenting vote.
SomeMontgomery county and PGcounty politicians were upsetso the governor offered anamendment to delay the startof the Montgomery and PGcounty parts of the plan sothey have longer to look atthat plan.
The plan is to haveprivate companies pay for theconstruction and the addedlanes along the beltway and270 will have tolls on themand will be run by a privatecompany.
The governor says thecurrent lanes will not haveany tolls on them.
