This evening we are learning more about the state's plans to re-open oregon.

As kezi 9 news reporter michael sevren explains... it will be done in phases, but*when it starts.... is all up the virus.

Chynna... public health officials in lane county say there's good reason to think we've have reached the plateau of covid-19 cases.

They say we are averaging one case a day while more testing is being done.

But as far as when life will return to normal... it's still a waiting game.

In a draft presentation, state leaders say phase one of reopening will first require a number of conditions.

Including more testing and a downward trend of positive cases for two weeks.

During phase one, restaurant could go back to doing sit down dining while fallowing strick guidelines.

He says he's cautious about opening back up.

Coronavirus jc lee / owner, downtown noodle bowl we don't want this stage one to go on and then all of a sudden there is another outbreak and then there is another healing process, of course the right descion is going to be made.

State leaders say phase two of reopening won't happen until two weeks after phase one unless we see a spike of cases.

That would reopen schools.

Phase three would bring back mass gatherings.

And chynna under these draft plans - gyms won't open till phase two.

That's different from what the federal government is recommending.
