California reported a record increase of more than 11,800 new cases of COVID-19 on Monday, according to a Reuters tally of county data, as the Trump administration pushes for schools to reopen to help businesses return to normal.

California reported nearly 12,000 new COVID 19 cases on Monday (July 21) its biggest increase since pandemic started.

The largest outbreak was in Los Angeles County where on Monday people cued for hours in their cars to get tested at a busy, six-lane drive-through in the Dodgers Stadium parking lot.

L.A hospitals also reported record numbers of coronavirus patients, for a second day in a row.

To combat it, Governor Gavin Newsom is shutting down California again.

But one bright spot was that Californians can still get a hair cut- but with a lockdown twist - it will have to be out in the fresh air.

" The good news is we now have new guidelines out on the covid19.ca.gov website, covid19.ca.gov website clarifying what we can and can't do as it relates to haircuts and and activities that we want to move indoors, outdoors for personal care service industry." The new guidelines will apply to businesses like hair and nail salons.

Salon owner Jamie Zobrist says this summer's been an emotional rollercoaster.

"I think we fall into a hole like a category that people forget about because, like I said, we're self-employed, so we can't collect unemployment, normally in normal circumstances.

So, before that got figured out with the government, the state.

We went, the stylist here went eight weeks with no and with nothing, no income." Sobrist says her business will remain open and that steps have been taken to keep both staff and customers safe: "We've gone through a period where we've been able to work with mask and with like disinfection and sanitary plans and conditions.

Another shutdown doesn't make sense to us because we feel like we can keep things a clean environment." Monday's numbers in California make for eye-popping statistics: If the state were a country, it would be rank fifth in the world for total cases at nearly 400,000, behind the United States, Brazil, India and Russia.
