As the 25th amendment of the u.s. constitution provides clarity regarding the transfer of power, should that become necessary.

Alan marsden joins us now to explain how the 25th amendment works.

Debbie, at this point, the white house says there will be no transfer of power, but if that changes and the 25th amendment has to be invoked, it would most like be section three that applies.

Which involves the president issuing a written declaration that he is unable to discharge the powers and duties of his office.

The vice president would then become "acting president" until the president is able to resume his duties.

That has only happened three times since the 25th amendment was adopted in 1967.

Once with ronald regan and twice with george w.

Bush.

And all three of those instances were to allow those presidents to undergo colonoscopy procedures.

Now, "section 4" would come into play should the president become incapacitated before transferring power.

In that case the vice president and the majority of the cabinet would issue the declaration that the president is unable to discharge the powers and duties of his office.

That was considered following the attempted assassination of ronald regan, but never actually happened.
