One man is dead after being hit by 2 cars on the Route 12 South Bound on-ramp in Utica.

According to Police, this happened at around 8 PM Saturday night.

Didn;t stop trick or treaters from dressing up and celebrating!

"halloween is off to a spooky start here in north utica.

And with the health restrictions put in place by the county, neighbors tell me they cant help but think that this year just feels a little different."

Alcia zammillio and her family are keeping things casual this halloween.

"i have two kids and we went to their grandparent's house and now they're going to go up to our cousin's house and have like activities" and despite the new rules her kids are thrilled they can still celebrate in some way.

"most about this year because we still get to go trick or treating, i go trick or treating at my family's house."

The pandemic in no way hindering creativity, not only with decorations but also with ways of handing out candy.

"explain this contraption we've got here, so keeping with 6 feet of distance no touching the candy, we're thinking very safe this year.

So we have the two ladders set up and the shoot, hold the candy on one end kids hold their bag at the other end and it just sends right into their basket.

They go home safely and happy."

Some choosing not to hand out candy at all.

"if someone feels they're at more of a risk and others feel they just dont want to participate then that's up to them.

I think that we've taken the proper precautions here.

My kids are taking the proper precautions as they go door to door so to each is own however they want to celebrate or not celebrate is up to them."
