Plumber Ian Payne was driving in Portsmouth, Hampshire when the cyclist - who wasn't wearing a helmet and appeared to be riding on a pavement - rode into the road and collided with his vehicle, before falling to the floor in pain, then later 'wandering off'.
Mr Payne claimed the cyclist told him he was 'not sober' when the collision happened on 23 May.
