Boris Johnson has vowed to "reflect on where voters are" after the Conservatives suffered a devastating double by-election defeat, which triggered the resignation of Party Chair Oliver Dowden.

The prime minister admitted the results had been "tough" and blamed the cost-of-living crisis for voters' discontent, saying: "We've got to recognise that there's more that we can do and we certainly will.
