In short, VMRO is trying to get the all-powerful DUI out of the Government and divide this party into factions that would scrabble with each other and the other Albanian parties.
SDSM and DUI are trying to get VMRO inside the Government, and get it to vote on the Bulgarian amendments, hoping it will poison the support this party has among ethnic Macedonians.
