Prosecutors say two off-campus fraternities, Delta Upsilon and Sigma Chi, served as hubs where cocaine was cut and packaged, sometimes by pledges. Delta Upsilon has been placed on interim probation. Pennsylvania Attorney General Dave Sunday announced the charges.
