Tropical Storm Edouard made landfall Tuesday, drenching parts of Texas and Louisiana with heavy rain and gusty winds, and weakened to a tropical depression Tuesday night. Warnings had stretched from Louisiana to Texas as the storm developed rapidly in the Gulf. The National Hurricane Center had warned it could bring near-hurricane conditions to the Gulf Coast.
