Tropical Storm Hilary Makes Landfall in Mexico, Threatening Southern California

LOS ANGELES—The first tropical storm to hit Southern California in nearly a century was set to charge across the border Sunday afternoon, bringing with it nearly a foot of rain over mountainous areas and rare downpours nearly everywhere else in the nation’s second most populated urban region.
