NO ONE has the authority, nor the right to require any sovereign being (all humans), to be injected with any substance.
This is a direct violation of rights defined by the bill of rights and God's law.
The Supreme Court does NOT have authority over human genetics.
Even if a human chooses to modify his or her DNA, no authorities has the right to alter genetics other than the FREE WILL of the individual.
All modifications are between him/her and God the creator.
