Need truth panel to probe rights abuse: Justice Kaul

Justice Sanjay Kishan Kaul, upholding abrogation of J&K's special status, highlights intergenerational trauma and suffering, recommends setting up a truth and reconciliation commission to probe human rights violations by state and non-state actors since the 1980s.
