Storm Francis: Newcastle floodwaters subside, but sense of deja vu leads to rising anger

Residents in Newcastle were on Wednesday counting the cost of the heavy downpours and high winds brought by Storm Francis 24 hours earlier that left a scene of devastation in parts of the Co Down resort.
