IRS: With New Rules, Tax Returns Significantly Smaller So Far

Business Insider reports initial returns are about 8% smaller this year compared to the same week in 2018.
Wall Street says neither economists, elected officials, nor civil servants know how returns will look this year.
If no funding deal between the GOP and Democrats is reached, the government could shut down again on Friday.
