Pre-trial inmates at a Chicago jail are being encouraged to practice their right to vote by casting early ballots from inside Cook County Jail. Officials say it expects some 2,000 of its pre-trial detainees to cast ballots. That's a roughly 50% turnout and much higher than the 400-500 absentee ballots that would normally be submitted from the jail.
