'Devastation and despair': Quarantine failures blamed for 768 deaths

Lawyers assisting Victoria's hotel quarantine inquiry blame a multitude of failures in the government program for hundreds of deaths, and say the three most senior public servants involved failed to “properly discharge their obligations".
