City issues guidelines, application for expanded outdoor dining, and it's complicated

The city of Cincinnati's plan to allow restaurants to expand outdoor seating to deal with Covid-19 physical distancing rules isn't as simple as the map released earlier this week showing spots on streets that shut off to traffic.
