In response to the Boeing 737 MAX crashes, a U.S. Senate Committee draft bill would reform the process of certifying airliners. It would add stricter controls on how Boeing oversees approval of its own designs and reverses the yearslong trend of delegating more and more control of the process to Boeing itself.
