Seventeen travellers from New Zealand leave Melbourne Airport in a breach of the trans-Tasman bubble

Victorian Premier Daniel Andrews says the state government doesn't know who or where the travellers are, and is waiting for the Australian Border Force to provide the passengers' travel cards.
