State lawmakers plan to scale back the temporary emergency powers given to Gov. Andrew Cuomo at the start of the Covid-19 pandemic last year. Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie said the Legislature will pass legislation this week repealing Cuomo's emergency powers.
