Belk's body was found last sunday on townsen road in oktibbeha county.
Coroner michael hunt said a preliminary autopsy result ruled her manner of death a homicide.
Joseph gibson was charged with manslaughter and leaving the scene of an accident.
He was arrested tuesday.
He remains in the oktibbeha county jail.
Our sources say belk may have been ran over and also dragged down the road.
It's unclear if belk and gibson have a connection.
"you know she was a special person.
She would make everybody be smiling and stuff.
Every time you'd see her she'd be making somebody smile... kimberly was a great person.
I just had seen her that saturday night before she got killed.
She was at my house over there, and we was having a good time.
She went out, and the next thing i know i got a call at work and she was dead."
