Action news now reporter carmela karcher spoke with some people in the city&and its fire chief&to find out what's next.

Carmela karcher: "measure h: more emergency response equipment and an additional three quarter cent tax increase&or no equipment and a lower tax.

With those two at odds&it looks like the measure isn't going to pass.

So&what does the future hold?"

And the willows fire department won't get life saving emergency equipment it needs.

Mike riley/resident of willows: "my thoughts are i mean no body likes to pay more in tax and sales tax and all that stuff but on the other hand, there's so many things that are suffering in this country right now and not having first responders and not having a fire department to be able to get out and take care of things really hurts people " i spoke with chief wayne peabody about the next steps the department is going to take.

Wayne peabody/willows fire chief: "well the next steps is go back to the basic model we have been offering for 126 years and measure h was always about offering a solution that we have identified there is a problem to.

Right now, it does appear that measure h is going to fail so we will go back to providing the service that we have always provided in the best way that we can."

But&what about the danger of not having a fast-enough emergency response?

"well, i mean, just this morning i had to wait for an ambulance from out of the area with somebody that had severe chest pain.

You just have to sit there and wait.

That's the problem.

With measure h, we could provide services that we can do while we wait for that transport and unfortunately, that's not going to happen."

Carmela karcher: "chief peabody told me that this isn't just an issue in glenn county, but an issue throughout california with an ambulance shortage.
