Bystanders could face criminal charges for failing to report rape, police say

Police say a man charged with raping a woman on a commuter train just outside of Philadelphia harassed her for more than 40 minutes while multiple people held up their phones to seemingly record the assault without intervening. Although no bystanders have been charged, they could face criminal charges if it is found the filming of the incident had an impact on the crime or encouraged the criminal.
