Inept, stupid or corrupt - which gets your vote for a cabinet minister?

While the Liberal Party debates the merits of quotas for women, it is a quota system that alots seats in cabinet to the likes of Drummoyne MP John Sidoti, the former NSW minister who told the corruption watchdog he did not read documents before signing them.
