Councilman: PES refinery buyer says redevelopment could create 10,000 jobs

A future redevelopment of the shuttered Philadelphia Energy Solutions site has the potential to create 10,000 jobs, Councilman Kenyatta Johnson said after a briefing from the company that placed the winning bid for the refinery.
