House Speaker Nancy Pelosi vowed to bring the massive legislation to the House floor on Friday. To hasten passage, she is seeking to hold a voice vote, which would not require the House's 429 sitting members to reconvene - a move House Minority Leader Kevin McCarthy, R-Calif., said he endorsed.
