Less than a week after saying his jurisdiction wasn’t quite ready for Gov. Larry Hogan’s first phase of reopening, Baltimore County John Olszewski Jr. has now loosened some new restrictions on businesses. The county’s top official announced Thursday morning that retail stores, barber shops and hair salons can now reopen their doors to customers with capacity capped at 10 people, including staff.
