Milwaukee officials encouraging masks, but won't reinstate indoor mandate

As the city of Milwaukee moves into the "substantial" transmission category for Covid-19 cases per 100,000 and "moderate" transmission category for percent positivity rate, Milwaukee Mayor Tom Barrett is encouraging residents to again wear their masks indoors.
