Room at the top: Is Harper's legacy a Conservative leadership vacuum?

Stephen Harper left behind a Conservative Party in excellent shape - at least in terms of seat count and fundraising muscle. What he didn't leave behind was a strong slate of Conservatives ready and able to step into his shoes.
