EU leaders agree to 'immediate' ban on 'more than two-thirds' of Russian oil imports

The bloc has overcome objections to a long-stalled plan to impose an oil embargo on Russia. Earlier, Ukrainian President Volodymyr Zelenskyy addressed the summit, asking leaders to end "quarrels" and pass sanctions.
