Obama briefs Capitol Hill leaders on ISIS strategy

President Obama told congressional leaders on Tuesday that he does not need their vote on his strategy to combat ISIS. But he did ask for $500 million and the legal authority to train rebel fighters in Syria. He will outline his plans to the nation Wed. night. Major Garrett reports.
