Dry times in the Motor City

In an effort to recoup delinquent water bills, the city of Detroit closed the pipes on residents who failed to pay their bills. The U.N. Human Rights team, sent to examine the situation, believes the policy is unnecessary -- and a violation of human rights. Michelle Miller reports.
