Russia says US must end 'hostility' for nuclear talks

Russia is considering US proposals to resume dialogue on nuclear arms control, but only if the US drops its "hostile" attitude towards Moscow. The New START treaty, which allowed regular inspections of nuclear facilities and limited warheads, was suspended by Russia in February amid tensions over Ukraine. Deputy Foreign Minister Sergei Ryabkov said that Moscow had received a memo from the US calling for renewed dialogue, but talks were currently not possible.
