White House Counsel Pat Cipollone made the statement in an eight page letter to the Democrats on Tuesday.

The letter calls the Democrats' impeachment probe “illegitimate.”.

Given that your inquiry lacks any legitimate constitutional foundation, any pretense of fairness, or even the most elementary due process protections, the Executive Branch cannot be expected to participate in it, White House Counsel Pat Cipollone.

Because participating in this inquiry under the current unconstitutional posture would inflict lasting institutional harm on the Executive Branch and lasting damage to the separation of powers, you have left the President no choice, White House Counsel Pat Cipollone.

The letter also states that the impeachment inquiry's goal is to simply "nullify the outcome of the democratic process.".

The letter's release comes after the Trump administration blocked Gordon Sondland, ambassador to the European Union, from testifying before Congress.
